Oberg Industries was seated as a new member of the AART.
A subcommittee appointed last year, made recommendations to help with the cost of hosting a meeting. Their suggestions included:
- Assessing a $500 fee per attending member. This charge would be for the member and one guest. Additional guests if approved would be at 50%.
- The host site would not be required to use the $. They could access it if needed.
- The fee would be considered conference fee rather than membership fees.
The membership discussed the recommendations and suggested minor changes. The subcommittee will make changes and report back to the membership at the next meeting.

Jerry Rodak, from Timken Co was given Honorary Membership status.
The membership gave the Executive Committee the ok to charge up to $300.00 maximum per attending member company a conference fee if it was found to be necessary. This fee would only be used to assist the Host Company in defraying the costs of conducting the AART Business Meetings and Banquet. This fee does not apply to guests or honorary members.

Friday’s excellent presentations were: 1) Dave Fringel (Penn United Technology), Guest of James Conn, Background for Change, Private Industry Leadership, The Eligibility Issue, WIB Performance Standards, and Strategic Issues; 2) Monroe Community College representatives, The Success of Local Business/Education Partnerships in supporting apprenticeship training; 3) Mr. Greg Chambers (Oberg Industries), Tooling U, Internet-Based Instruction.
Bill Reca of Merck & Company was given Honorary Member status.
During the business meeting membership status of several non-attending members was discussed and three new companies were recommended and accepted as new members by the membership committee. They are Hamill Mfg. Northrup Grumman Ship Systems (Avondale), and Northrup Grumman Ship Systems (Ingalls). It was also decided to investigate the creation of a Web-Site (information only) for AART.

Topics of Discussion for the 62nd AART included related instruction, adjunct instructors, on-line training, post apprenticeship training, starting a new apprenticeship program, Learning Management systems, apprentice selection and testing, starting a new apprenticeship facility, and partnering with local colleges to allow for associates degrees.
Friday’s excellent presentations were: 1) Mr Paul Aselmo (New Century Careers), guest of Greg Chambers, “How to establish a competency based apprenticeship program with NIMS requirements,” and 2) Dr. Roland (Tom) Ramsay; (Ramsay Corporation), guest of Jim Conn, “Assessment Validation Study.”
During the business meeting membership status of several non-attending member companies was discussed and correspondence was read from other members not in attendance. Members approved continuation of the AART informational website. Nominating committee chairperson Jim Conn presented the slate of officers for 2005/2006: Dick walker, President; Pete Lamont, V.P.; Jim Hughes, Secretary; Bill Reca, Treasurer. The Membership approved the officers.
The special guest and Banquet speaker was Mr. Anthony Swoope, Administrator for the Office of Apprenticeship Training, Employer and Labor services, U.S. Department of Labor.
There was no Honorary Member candidates. The President noted the passing of Honorary Member James Walbeoff.

The special guest and Banquet speaker was Mr. Bat Robinson, Sector VP & GM Expeditionary Warfare Program, Northrop Grumman Ship Systems.

Topics for discussion at the 64th AART were categorized in the areas of instruction, evaluation, green labor issues, management/policies, supervisory training, recruitment, related instruction, technical skills training, and testing. On Thursday, the group toured Timken’s Harrison Steel Mill and Apprentice Training Center. Banquet speakers, on Thursday evening, included Mr. Eric Murray, Timken’s General Manager of Organizational Advancement, and Timken’s President of Steel, Mr. Sal Miraglia.
There were no new honorary member candidates.

Topics for discussion at the 65th AART were pre-employment testing, applicant evaluation, alternative methods of training, instructor training, apprentice retention, competency based training, interviewing candidates and recruiting and marketing strategies.
The group toured the Northrop Grumman Newport News facility on Thursday. Included were tours of the CVN77 Class Aircraft Carrier, George H. W. Bush; a Virginia Class nuclear submarine, apprenticeship program training area and the Mariners Museum, which included a full-scale replica of the USS Monitor built by NGSS apprentices. The AART banquet speaker was Mr. Danny Hunley – Vice President of Trades, Education and Training, Northrop Grumman, who gave a presentation on the support required from top level management though first line supervisor to run a first class apprenticeship program.
Membership dues were suspended for 2007. Two new company members were voted into membership, Mr. James Clark – Aker Philadelphia Shipyard and Ms. Jeri Gooding – Southern Manufacturing Technologies. Mr. Jim Hughes was given the Distinguished Service Award. Mr. Richard Walker and Mr. Steve Foster achieved Honorary Member status.
Presentations made on Friday included:
- Mr. Steve Thiry from the Association for Manufacturing Technology, “Productivity: The 21st Century Growth Engine.”
- Mr. Ron Liles, training administrator, NGNN, spoke on Northrop Grumman’s “One ISP Project and The Apprentice School’s web-based application system.”
- Mr. Sterling Dolese, Northrop Grumman Ship Systems and Ms. Karen Murray, School to Career program director for the Jefferson Parish Schools in Louisiana, ““Manufacturing Academics” a program that links industry with the secondary school system.”
- Mr. Vince Warren, training administrator, NGNN, “The Apprentice School’s Corrective and Preventive Action Program – a continuous improvement initiative.”
Mr. Jim Conn, Allegheny Ludlum Steel, also provided the membership with a preview of the newly updated AART web site.

Topics for discussion at the 66th AART were company relationships with community colleges and technical schools, apprenticeship costs, and establishing boot camps for new apprentices.
The group toured the Eastman Chemical Company Longview TX plant on Thursday. The AART banquet speakers were Mr. James Ray, Vice President and General Manager, Eastman Chemical Company Texas Operations and Dr. Bill Holda, President of Kilgore College who spoke about the college’s Process Technology Operator Apprenticeship Program.
The Friday presentations included:
- Mr. Ross Micali of Monroe Community College, “A Workforce Development Approach- using a WIRED grant to meeting the needs of regional Apprenticeship Programs.”
- Mr. Steve Opitz, U.S.Department of Labor, “Updates in the TEGL and changes to CFR 29.”
- Mr. John Beck, V.P. Profiles International, gave a demonstration of their job fit software Guess or Know.
Membership dues were suspended for 2008. Mr. Jim Conn received the Distinguished Service Award.

Topics for discussion at the 67th AART included managing apprentice program costs and optimizing operations during recessionary times. Web conferencing was initiated for the first time at this meeting with 9 companies presenting reports online and 4 companies presenting reports in person. Mr. John Ladd, Administrator, Office of Apprenticeship, Washington DC, gave a presentation on apprenticeship funding, grants and initiatives. The AART banquet speaker was Ms. Rosalyn Boxer, Directory of Special Projects, Arizona Department of Commerce, who spoke about the future of apprenticeships in Arizona.
The group toured the Gateway Community College metalworking training facility and Karsten Manufacturing, better known as the golf manufacturer PING, on Thursday. The group listened to a presentation on Thursday from Mr. Joe Reid, Amatrol, on the “CNC Machine Operator Program.” There were no presentations on Friday.

Topics of discussion for the 68th AART meeting included related instruction, determining the value of registered apprenticeship, ROI of apprenticeship programs, competency based training, online training, articulation agreements, interim credentials, and partnerships with community colleges and technical schools.
The group visited the training programs at Agilent Technologies and Petaluma High School on Thursday and toured their facilities. The high school had a novel approach to funding its vocational programs that could serve as a model to other parts of the country. The AART Banquet speaker was Mrs. Juliet Dozier, Program Development Manager, Shabot Las Positas Community College, who spoke on the impact that technical training programs have on economic development in the San Francisco Bay area.
The Friday presentations included:

- Mr. Dave Asheim, Train by Cell, “Using cellphones to conduct technical training programs.”
- Mr. Todd Yamamoto and Mrs. Patty Garcia, U.S. Department of Labor, “USDoL Update.”
